THE ACORN EMERGENCY
Visual: The five owls outside the Forest Parliament building, looking suitably important and completely ridiculous.
PAGE 1 — THE EMERGENCY
Panel 2 — PLOP!
A single acorn falls from a tree.
SFX:
PLOP!
It lands just outside a painted line:
OFFICIAL ACORN ZONE
A squirrel looks at it.
Squirrel:
"Oops."
Panel 3 — MAYOR HOOTEN DISCOVERS IT
Hooten sees the acorn.
His expression becomes extremely serious.
Hooten:
"That acorn is outside the designated zone."
Dozy looks at it sleepily.
Dozy:
"Should we... move it?"
Hooten:
"Absolutely not."
Panel 4 — EMERGENCY!
Hooten dramatically raises his gavel.
Hooten:
"Call the Parliament!"
SFX:
BANG!
Dozy looks at the clock.
Dozy:
"It's daytime."
Hooten:
"Exactly!"
Panel 5 — EVERYONE ARRIVES
The council chamber.
Hooten sits at the centre.
Dozy is half asleep.
Munch is eating.
Winky is reading.
Nervy rushes in.
Nervy:
"WHAT HAPPENED?!"
Hooten points outside.
Hooten:
"An acorn."
Nervy:
"...Oh no."
Panel 6 — THE FIRST DEBATE
Hooten:
"The acorn is outside its designated zone."
Munch:
"Can we designate it as lunch?"
Hooten:
"No."
Munch:
"Then I'm against it."
PAGE 2 — PARLIAMENTARY CHAOS
Panel 7 — THE OFFICIAL MAP
Hooten unveils a huge forest zoning map.
It contains absurdly complicated areas:
ACORN ZONE
BACKUP ACORN ZONE
EMERGENCY ACORN ZONE
Dozy stares at it.
Dozy:
"Who made this?"
Hooten proudly:
"We did."
Dozy:
"Why?"
Hooten:
"For situations exactly like this."
Panel 8 — WINKY FINDS A LOOPHOLE
Winky opens the giant rulebook.
Winky:
"Interesting."
Hooten:
"What?"
Winky:
"The regulation applies to stored acorns."
She points outside.
Winky:
"That acorn isn't stored."
Hooten freezes.
Winky:
"Therefore... no violation."
Panel 9 — HOOTEN'S COUNTERATTACK
Hooten stands.
Hooten:
"Then we'll officially classify the acorn as stored!"
Dozy:
"Where?"
Hooten pauses.
Hooten:
"...That's what this meeting is for."
Panel 10 — DOZY MAKES A MOTION
Dozy slowly raises his wing.
Dozy:
"I have a motion."
Everyone looks impressed.
Dozy:
"Can we postpone this until tonight?"
Hooten:
"Why?"
Dozy:
"Because I'm an owl."
Panel 11 — LEARNED SOMETHING NEW!
Winky points at Dozy.
Winky:
"Actually, he's got a point."
She addresses the readers/council.
Winky:
"Did you know a group of owls is called a parliament?"
Hooten looks proud.
Hooten:
"Exactly why we're called the Parliament."
Dozy:
"So... technically, we're doing our job."
LEARNED SOMETHING NEW!
🦉 A group of owls is called a parliament.
Panel 12 — NERVY ESCALATES
Nervy suddenly looks horrified.
Nervy:
"Wait!"
Everyone looks at him.
Nervy:
"If ONE acorn can fall outside the zone..."
His head slowly rotates.
Nervy:
"...what happens if TWO fall?"
Everyone gasps.
PAGE 3 — THE ACORN CRISIS
Panel 13 — DISASTER CHART
Hooten unveils an enormous chart:
ACORN RISK ASSESSMENT
1 ACORN: Concern
2 ACORNS: Serious Concern
10 ACORNS: Major Crisis
100 ACORNS: ???
Nervy stares at it.
Nervy:
"That last one doesn't even have a number!"
Hooten:
"That's how serious it is."
Panel 14 — SPECIAL COMMITTEE
Hooten bangs the gavel.
Hooten:
"I propose a Special Acorn Investigation Committee!"
Winky:
"Seconded."
Munch:
"Does it have a snack budget?"
Hooten:
"...Approved."
Panel 15 — NERVY GETS PROMOTED
Hooten writes on a board:
SPECIAL ACORN INVESTIGATION COMMITTEE
Underneath:
Chairman: Mayor Hooten
Clerk: Dozy
Treasurer: Munch
Legal Advisor: Winky
Disaster Consultant: Nervy
Nervy:
"DISASTER CONSULTANT?!"
Hooten:
"You seem qualified."
Panel 16 — THE SIMPLE SOLUTION
Cut to outside.
A squirrel casually picks up the acorn.
Squirrel:
"There."
He places it inside the correct zone.
The five owls stare through the window.
Silence.
Panel 17 — THE FINAL TWIST
Back inside.
Hooten slowly puts down his gavel.
Hooten:
"Well..."
Dozy is already asleep.
Munch continues eating.
Winky smiles.
Nervy looks relieved.
Hooten:
"That concludes the emergency."
Suddenly—
PLOP!
Another acorn falls.
Everyone looks up.
Nervy's eyes become enormous.
Nervy:
"...There are two."
END
Recurring Episode Formula
I think this should become the standard storytelling template for the whole series:

This is particularly good for your portrait 3-page format because the reader gets a clear rhythm:
Page 1 → Problem
Page 2 → Escalation + Fact
Page 3 → Absurd solution + Punchline
And the “Learned Something New!” panel can become a recognizable feature of HOO-RAY! rather than an interruption. Each episode can teach a genuinely interesting fact about owls, forests, animals, nature, science, language, history, or everyday phenomena, preferably one that connects to that episode's joke.
