"Emergency supplies."

Mayor:

"For whom?"

Munch:

"...the emergency."

And perhaps Munch always has crumbs around the treasury documents.

4. ๐Ÿฆ‰ COUNCILWOMAN WINKY

Role

Councilwoman / Chief Rule Interpreter / Self-appointed Judge

  • Actually scared: ๐Ÿ˜จ

Her fake innocent face should be a recurring gag.

Signature Expression

Half-closed eyes + tiny smile.

Signature Phrase

> "Technically..."

That one word should immediately make Hooten nervous.

Comedy Potential

Winky should be the character who understands the rules better than everyone else and deliberately exploits them.

For example:

"According to Section 12, Paragraph 4, a squirrel cannot complain during an owl meeting."

Mayor:

"Excellent."

Winky:

"Unfortunately, it doesn't say anything about squirrels attending the meeting."

Squirrel enters.

Everyone:

"..."

That gives you clever humor rather than relying entirely on slapstick.

5. ๐Ÿฆ‰ NERVY

Role

Frequent Visitor / Concerned Citizen / Unofficial Disaster Forecasting Department

Nervy isn't technically part of the council.

He just keeps showing up.

Personality

Primary traits

  • * Extremely anxious
  • * Overthinks everything
  • * Imaginative
  • * Sensitive
  • * Suspicious
  • * Well-meaning
  • * Accidentally insightful

Important character principle

Nervy shouldn't always be wrong.

Sometimes his ridiculous fear is actually correct.

That's much funnier.

Example:

Nervy:

> "I think there's something strange about that tree."

Everyone laughs.

Tree falls down.

Everyone:

> "..."

Nervy:

> "I TOLD YOU."

Physical Appearance

Nervy should have the most dynamic silhouette.

Body

  • * Thin
  • * Slightly tall
  • * Narrow chest
  • * Long neck
  • * Feathers often sticking out

Eyes

  • * Huge
  • * Constantly darting around
  • * Pupils frequently enlarged

Special Owl Feature

His head is constantly moving.

Instead of merely turning his head normally:

270° panic rotation.

His body remains completely still while his head turns.

This becomes his signature visual gag.

Signature Clothing

Oversized sweater

  • * Slightly too big
  • * Sleeves covering his wings
  • * High collar
  • * Possibly a little scarf

The clothing makes him look physically "wrapped up" in anxiety.

Signature Prop

Emergency notebook

He records every possible disaster.

Example pages:

> "Possible danger #347: suspicious mushroom."

> "Possible danger #348: extremely suspicious mushroom."

Secondary Props

  • * Emergency whistle
  • * Flashlight
  • * Magnifying glass
  • * Emergency acorn
  • * Tiny first-aid kit

Emotional Range

Nervy's range should be extreme:

๐Ÿ˜ Calm

→ ๐Ÿคจ Concerned

→ ๐Ÿ˜Ÿ Worried

→ ๐Ÿ˜ฐ Nervous

→ ๐Ÿ˜จ Scared

→ ๐Ÿ˜ฑ PANIC

→ ๐Ÿคฏ COMPLETE MELTDOWN

And then:

๐Ÿ˜

He suddenly becomes completely calm after everyone else panics.

Signature Expression

Eyes enormous, feathers raised, head rotated slightly too far.

Signature Phrase

> "I have a bad feeling about this..."

Or:

> "Nobody panic!"

Which guarantees that everyone immediately panics.

Nervy a breakout character

The 270° head rotation is particularly useful visually.

Don't make Nervy merely "the scared character."

Make him an overthinking machine.

Example:

A leaf falls.

Nervy:

"Did anyone else see that?"

Everyone ignores him.

His head slowly rotates.

Nervy:

"That leaf wasn't supposed to fall."

Everyone looks at him.

Nervy:

"Which means..."

His head rotates another 180°.

Nervy:

"...someone MADE it fall."

๐Ÿ˜‚

You can use his head rotation as a recurring visual gag.

VISUAL CONTRAST

This is particularly important for a comic series.

Give every character a completely different silhouette:

Hooten → Tall + formal

Dozy → Short + round + floppy

Munch → Round + chunky

Winky → Slim + elegant

Nervy → Thin + twitchy

So even if the artwork is simplified, readers can identify them immediately.

SIGNATURE CLOTHING SYSTEM

A useful rule for the series is that their clothing should communicate their job before they speak.

Character Clothing
Hooten Mayor's suit + sash
Dozy Oversized cardigan + loose tie
Munch Treasurer vest + bow tie
Winky Judge/council robe
Nervy Oversized sweater + scarf

This also gives you excellent opportunities for costume-based episodes without losing character identity.

Emotional Comedy System

Another useful rule:

Hooten

Emotion stays controlled → suddenly explodes

Dozy

Emotion barely changes → except when food/nap is involved

Munch

Emotion follows food

Winky

Emotion is often fake

Nervy

Emotion is always at 200%

That means five characters can react to the exact same event in five completely different ways.

The Cast in One Sentence

Mayor Hooten wants order.

Dozy wants sleep.

Munch wants food.

Winky wants chaos.

Nervy wants everyone to survive.

And that gives HOO-RAY! a very strong character-driven comedy engine.
