The Parliament → (Series/world identifier smaller, formal, bureaucratic typography underneath)
A comic by Forecasterman → Writer
Genre:
Comedy • Satire • Slice of Life • Educational Humor
Target:
Teens + adults + family audience
Core premise:
By day, they are the most serious politicians in the forest. By night, they are owls. Unfortunately, council meetings keep happening during the day.
That last idea is especially funny because owls are naturally associated with being nocturnal, while you're forcing them into daytime bureaucracy.

The core Formula
Your best comedic formula is:
Tiny forest problem → absurdly serious government response
For example:
Problem:
One acorn has fallen outside the designated Acorn Storage Zone.
Mayor Hooten:
"Members of the parliament, we have a situation."
Clerk Dozy:
"Is it lunchtime?"
Treasurer Munch:
"Who owns the acorn?"
Councilwoman Winky:
"Nobody. Yet."
Nervy:
"WHAT IF THERE ARE MORE?!"
Then suddenly:
MOTION 47-B: EMERGENCY ACORN CONTAINMENT AND REGIONAL STABILITY ACT
😂
That's the heart of the series.
Bureaucratic forest
This could make the world much richer.
Instead of just "owls having meetings," create a ridiculous Forest Government System.
For example:
- Acorn Zoning Department
- Branch Safety Commission
- Night Flight Authority
- Worm Allocation Committee
- Nest Licensing Office
- Moonlight Management Board
- Predator Relations Committee
- Tree Occupancy Department
- Feather Regulation Bureau
- Emergency Hooting Commission
Now you have an almost unlimited supply of story ideas.
THE GREAT FOREST PARLIAMENT
The council officially call itself as the Great Forest Parliament.
Then the joke becomes that these ridiculous owls are technically behaving exactly like a "parliament."
You can introduce other animal groups as well:
- Parliament of owls
- Murder of crows
- Gaggle of geese
- Crash of rhinos
- Intrusion of cockroaches
That could become a recurring source of jokes.
